Asset Liability and Captial Management (ALCM)

The Asset Liability and Capital Management (ALCM) department provides oversight throughout the Asia-Pacific region in areas including capital allocation, regulatory development, liquidity initiatives and due diligence. The department actively contributes to business growth and the profitability of our business within our chosen risk appetite.

The department's responsibilities include:

• Managing the regional policy review process for interest rate and liquidity risk
• Managing the current and forecasted consolidated balance sheet for the region, including both liquidity and funding
• Oversight of both regional and local site liquidity contingency plans
• Ensuring the efficient use of capital across the region
• Monitoring regional interest rate risk in the banking book
• Managing the regional Quantitative Risk Management (QRM) interest rate risk analytical tool, including monthly forecasts of interest rate sensitivity for major sites in the region
• Monitoring structural foreign exchange risk
• Managing Asset Liability and Capital Committee (ALCO) and Tactical Asset Liability and Capital Committee (TALCO) processes in the region
• Providing relevant training to the region

Chief Accounting Office (CAO)

The CAO department takes primary responsibility for overseeing financial reporting and control, as well as production of the Bank's financial accounts and the provision of guidance on accounting policy and application.

The department's responsibilities include:

• Consolidation and production of externally reported financial reports and disclosures
• Analysis of HSBC's results and performance in the Asia-Pacific region, allowing performance to be explained to investors and analysts
• Analysis of the impact of new accounting standards, including providing technical training to regional Finance sites
• Offering technical accounting opinions on significant transactions
• Providing accounting input to acquisitions, disposals and new products or transactions
• Ensuring Group Financial Control and Sarbanes-Oxley requirements are complied with throughout the Asia-Pacific region
• Providing specialist finance training to the other departments within Asia-Pacific Finance
• Regulatory reporting to both HKMA and Global Management Office Finance
• Accounting for a number of Head Office companies

Chief Operating Office (COO)

The COO department oversees the implementation of financial and regulatory systems and Finance change programmes.

The department's responsibilities include:

• Support and execution of change activities
• Reporting on demographics and performance of the organisation
• Internal communications
• Resource planning and management
• Target operating model implementation and refinement
• People development initiatives including key talent programmes for Finance, such as the Graduate Development Programme
• Implementation of the Global Finance strategic change management, part of the Global Finance Change Programme
• Implementation of Finance and regulatory reporting systems, as well as the Finance Transformation Platform (FTP)

Management Information, Planning and Analysis (MI,P&A)

The MI,P&A department provides financially based management information to senior management, business management, technology and services management, and customer and product group managers, to enable the review of business performance and decision making.

The department's responsibilities include:

• Executing management information policies, strategy and governance
• Driving the Rolling Operating Plan process in the Asia-Pacific region
• Conducting investment appraisals, Post Implementation Reviews (PIR) and benefit tracking for business case proposals
• Developing policies, special projects, system enhancements and regional reporting
• Engaging the business through Finance relationship managers

Tax

The Tax department is responsible for the tax needs of Asia-Pacific Finance, including head office and sites as well as all branches and sub-branches throughout the Asia-Pacific region.

The department's responsibilities include:

• Maximising the tax effectiveness of the Bank
• Ensuring the Bank is in compliance with its tax obligations across all its businesses in the Asia-Pacific region
